Our Pre-construction Services - Utilities (GO Expansion) team within the Capital Projects Group is seeking a Project Manager to manage assigned projects of high value and complexity in the provision and administration of utility services for capital infrastructure projects, in a safe, timely, standardized, and cost-effective manner for quality services.
What will I be doing? Provides specialist advice as a Subject Matter Expert on utility design/relocation, inclusive to hydro, telecommunications, gas/oil, water, storm, and sewage.
Serves as a technical specialist on studies as well as design and construction matters pertaining to utilities.
Contributes to the development of procedures and program implementation standards that support business unit operations.
Supporting project delivery teams and other internal and external stakeholders, providing utility subject matter expertise on various Metrolinx capital infrastructure projects and programs projects under the GO Expansion Program.
Directly interacting with utility owners and municipalities on a regular basis to ensure timely deliverables, utility work progression and to resolve escalations.
Perform complete start to close-out project management on selected complex, high-risk utility relocation projects as required to meet corporate commitments.
Define the need for concept, preliminary and/or detail design alternatives, as well as new or improved procedures, design standards, specifications or contract documents related to utility works.
Monitor and report on project progress to ensure utility deliverables are completed safely and on time.
Conduct/attend site meetings to discuss project progress and resolve issues.
Analyze current and future work activities to assist the Utilities Manager in identifying deficiencies and opportunities for efficiencies; recommends and implements preferred solutions.
Review requests for acquisitions, requisitions for purchase orders, change orders for contracts and addenda for consultant agreements.
Review and monitors project safety to mitigate risk, ensure compliance with current regulations, policies, standards and procedures, and initiates improvements, resolutions and/or preventative measures.
Analyzes potential utility conflicts, risks, delays and/or issues resulting from integration of project requirements with the overall project plan.
Facilitate and manage relationships with external consultants, contractors, and vendors to ensure performance and products/services meet their contractual obligations.
Participate as a Metrolinx corporate representative and/or witness at hearings, presentations, and related project information sessions (.
Public Information Centres, Ontario Municipal Board Hearings, Ontario Environmental Assessment Board hearings), Municipal Council meetings, Provincial and other regulatory agencies.
What Skills and Qualifications Do I Need? Completion of a degree in Engineering (Civil preferred), applied science, or a related technical discipline – or a combination of education, training, and work experience deemed equivalent.
Experience with managing utility relocations, preferably, associated with heavy and light rail infrastructure operations/construction, and/or transportation planning principles and practices, right of way permits, cut permits, and an understanding of utility requirements/standards.
Relevant experience in utility design, construction management, tendering/procurement, stakeholder management, identifying/monitoring project risks, and field engineering are strong assets.
Project management experience to manage assigned projects of high value and complexity in all stages of project management from start to close-out.
Relevant experience in a consulting/professional services environment is an asset.
Technical knowledge of the principles and practices of the rail transportation industry is an asset.
Organizational, interpersonal, and oral/written/presentation communication skills to coordinate complex projects under pressure to meet schedule and budget commitments.
A valid Ontario Class ‘G’ driver’s license is required to travel to various site locations, meetings, operational facilities, etc.
(approximately 5%).
Must meet and maintain the corporate standard for a good driving record.
