Operations Manager – Landfill Gas Facility

Operations Manager – Landfill Gas Operations

Reporting directly to the General Manager, Energy and Technical Services, the incumbent is responsible for the overall management of the multi-use landfill gas utilization facility located at our Niagara campus.  The incumbent will responsible for all aspects of the day-to-day operations and maintenance of the facility required to optimize the output of all the revenue generating assets on the site while simultaneously working with the host landfill operations team to ensure overall compliance with their operating obligations and neighbourhood stakeholder group expectations.  Equipment in the plant includes chillers, compressors, pressure-swing adsorption units, membrane separators, deoxygenating catalyst and static carbon scrubbing vessels along with 2 x 1MW GE Jenbacher Landfill gas to electricity units. 

You will be responsible for performing a variety of job duties including but not limited to:

Ensuring the facility is achieving optimal operational performance and that all contractual and regulatory compliance obligations are being met at all times.

Promote, oversee and drive environmental, health and safety performance

Manage all personnel and resources at the site to deliver a high functioning facility with minimal downtime, ensuring that the overall staffing functions and resources are adequate to support the continuous success of the operations.  

Liaise with senior staff and provide active input into the management of facility staff including hiring, firing, discipline, work and vacation scheduling, performance appraisals, coaching, counseling and team development

Liaise directly with our customers on operational issues that affect them, including scheduled and unscheduled plant outages or process upsets at the facility. 

Set up and actively manage the daily gas volume nominations from the RNG plant required by Enbridge Gas to maintain system balance.

Develop and maintain Standard Operating Procedures that support key drivers of Environmental, Health & Safety, Equipment Reliability and Plant Productivity.

Ensure that all areas of the facility are maintained to the highest cleanliness and housekeeping standards.

Prepare draft annual operating and capital budgets for approval.

Monitor and manage approved annual capital and operating budgets.

Conduct monthly safety/security inspection of facilities, including active participation on Walker and Comcor Joint Health & Safety Committees.

Maintain legible and detailed records (manual and electronic).

Develop, maintain and monitor a plant preventative, predictive and corrective maintenance program as well as manage the scheduling and oversight of maintenance activities.

Ensure equipment, instruments and supplies are ordered, stocked and maintained.

Prepare operation and maintenance reports.

Monitor and manage all operational systems including SCADA.

Respond to emergency situations.

Receive and answer inquiries from the public, outside agencies, consultants, contractors and vendors.

Perform facility tours.

Understand the contractual arrangements with each of the end users and ensure that contractual commitments are being fulfilled.

Perform other duties as assigned which are directly related to the major responsibilities of the job.


A minimum of 10 years’ experience in a manufacturing, chemical, petrochemical or refinery plant environment.

1st or 2nd Class Engineer License

G1 Certification in good standing with the TSSA.

Strong mechanical aptitude with the ability to diagnose mechanical and process problems in multiple unit processes.

Ability to troubleshoot mechanical, electro-mechanical, hydraulic or pneumatic equipment and take corrective action within policy and procedure limitations.

Ability to communicate effectively in oral and written form.

Ability to understand technical manuals and engineering drawings.

Proficient in Microsoft Word and Excel.

Ability to work independently as well as in a group environment as part of a team.

Ability to analyze, problem solve, and negotiate.

Proven ability to effectively manage multiple projects/priorities.

Must be a Canadian citizen or Landed Immigrant legally able to permanently work in Canada.

Typical hours are Monday to Friday. You should have a valid driver’s license and a clean driving record.  The total compensation package includes a highly attractive salary commensurate with experience, full group benefits, a pension plan, and many other industry-leading Walker perks.

Niagara Falls is famed both for its beauty and as a valuable source of hydroelectric power. Balancing recreational, commercial, and industrial uses has been a challenge for the stewards of the falls since the 19th century.
